Personal Seal Registration

People registered in the city's basic resident register, or foreigners registered according to the Alien Registration Law, can register one personal seal (inkan) per person. This does not include people who are under 15 years of age or adult wards.
Your personal seal registration is very important and is required for such things as the registration of real estate or cars. As a general principle, the individual concerned should come to the counter in person and register his/her seal. The formalities may be completed by a proxy if this is unavoidable.

How to register a personal seal

<When the person whose seal is being registered completes the formalities>

If you have everything listed below, the seal registration card and seal registration certificate can be issued on the same day.

What the person whose seal is being registered must bring


  • The personal seal to be registered
  • An officially issued document that includes a photograph and can be used for identification

 (E.g. driver's licence, passport, basic resident register card, alien registration card etc.)

<When the person whose seal is being registered does not have any identification papers with a photograph>

In this case the seal registration card and seal registration certificate can not be issued on the same day. You will need to visit the counter twice; it will be issued on your second visit.

The first visit to the counter (Receipt of the application)

What the person whose seal is being registered must bring

  • The personal seal to be registered
  • Identification papers such as your health insurance card.

* After receipt of an application a written inquiry will be mailed to the person registering the seal to verify that it is a genuine application. There must be a response to the written inquiry within one month of the date on which it was mailed.


The second visit to the counter (Registration)

What the person whose seal is being registered must bring

  • A reply written by the person whose seal is being registered (the written inquiry sent by mail)
  • An unofficial and unregistered seal
  • dentification papers such as your health insurance card

<When a proxy completes the formalities>

In this case the seal registration card and seal registration certificate can not be issued on the same day. The proxy will need to visit the counter twice; it will be issued on his/her second visit.

  • The personal seal to be registered
  • A document to prove the identity of the proxy (driver's license, health insurance card, etc.)
  • The proxy's unofficial and unregistered seal

* After receipt of an application a written enquiry will be mailed to the person registering the seal to verify that it is a genuine application. There must be a response to the written inquiry within one month of the date on which it was mailed.

The second visit to the counter (Registration)

What the proxy must bring

  •  A reply handwritten by the person whose seal is being registered (the written inquiry sent by mail)
  • Notification of the appointment of power of attorney (the bottom part of the written inquiry a handwritten by the person whose seal is being registered)
  • An unofficial and unregistered seal
  • A document to prove the identity of the proxy (driver's license, health insurance card, etc.)
  • The proxy's unofficial and unregistered seal

Personal seals that cannot be registered

  • Seals that do not display a family name or given name that is registered in the basic resident register or the foreign resident registration file
  • Seals that display other information, such as occupation or qualifications
  • Rubber stamps or other seals that can easily lose their shape, seals with no border, seals with a third or more of their border missing
  • Seals whose impression cannot fit into a 25mm square or seals whose impression fits into an 8mm square
  • Seals that are blurred or hard to read

When a seal registration certificate is needed

<When a person whose seal is registered applies for a certificate to be issued>
Please fill in the form and submit it at the counter along with your seal registration card.
(Please note that a certificate cannot be issued, even when the person concerned is making the application, unless he/she has his/her seal registration card.)

<When a proxy applies for a certificate to be issued>
Please fill in the form and stamp it with the proxy's unofficial seal, then submit it at the counter along with the seal registration card of the person who requires the certificate. The name, address and date of birth of the person who requires the certificate must be filled in on the form.

What to do in the following circumstances

<When you have lost the registered seal or its seal registration card>
Please apply immediately to the Residents Section to have the registration repealed. If necessary, please apply for the card to be reissued.

<When you have moved within Nonoichi>
The address in the seal registration is automatically changed when you complete the formalities after your move, so you can continue to use the seal registration card as it is. There are no particular formalities to be completed.

<When you have moved away from Nonoichi>
The registration of the seal is automatically repealed when you complete the formalities for your move. There are no particular formalities to be completed.
